Yes. Non-Chinese Speaking (NCS) applicants who have met the specified circumstances announced by the Education Bureau (EDB) can use one of the following qualifications (equivalent to HKDSE Chinese Language level 3) to meet the admission requirement for Chinese Language:
- “Attained” or above in HKDSE Category B (Applied Learning Chinese);
- Grade E or above in GCE (A-Level / AS-Level / O-Level) Chinese;
- Grade E / Grade 3 or above in GCSE / IGCSE Chinese.

The University accepts combined results of HKDSE Examinations. Multiple sittings will not be penalized under the current admission system. The best results will be considered for meeting the entrance requirements and for the calculation of admission scores.
The admission scores are calculated by multiplying the converted points of the best 5 subjects in HKDSE by the respective subject weighting, as stipulated by the programme concerned, and then adding the products of each of the 5 subjects together.
The HKDSE examination results will be converted as follows when calculating admission score:

Local applicants who only have HKDSE Examination results should apply for the Bachelor’s Degree with Honours programmes (Year 1 entry) through JUPAS.
If you have already applied through the JUPAS scheme, you are NOT eligible to apply for the Bachelor’s Degree with Honours programmes (Year 1 entry) through the non-JUPAS route in the same academic year. If you make applications to both JUPAS and non-JUPAS routes, you will be asked to withdraw either application.
Our sub-degree programmes are not offered under JUPAS. Holders of HKDSE examination results and/or other academic qualifications should submit a direct application to the University via the non-JUPAS route.

Our awards are well recognized locally and internationally. All of our taught programmes are on the Qualifications Register (QR) under the Hong Kong Qualifications Framework (HKQF) introduced by the Education Bureau (EDB) of the Government of the HKSAR.
Our bachelor and master degrees are on QF level 5 and 6 respectively. According to a comparability study of the HKQF and the European Qualifications Framework (EQF) carried out by EDB, our bachelor and master degrees are found comparable with bachelor and master degrees under EQF.

The University offers admission scholarships to outstanding new students without requiring them to apply. Successful students may be awarded again in subsequent years of study, subject to outstanding performance at the University. Subsidy
HKMU’s full-time undergraduate programmes (excluding SSSDP Programmes) are eligible for this Subsidy Scheme. All eligible local students will be provided with a non-means-tested annual subsidy. Students’ eligibility for this Subsidy Scheme is subject to the fulfillment of stipulated requirements set by the Education Bureau (EDB). For details, please click here.

The subsidised places of the designated first-year-first-degree (FYFD) programmes are allocated mainly through the Joint University Programmes Admissions System (JUPAS) to ensure eligible students are selected through a merit-based system. From the 2023/24 academic year, participating institutions are allowed to admit non-JUPAS local students via direct admission of no more than 20% of the subsidised places of each designated programme, and the non-JUPAS admission may take place in parallel with JUPAS admission.
If you are a local applicant with HKDSE Examinations results only, the admission pathways differ, subject to the type of programme you wish to apply for:
- Bachelor’s degree with honours programmes (Year 1 entry): JUPAS
- Higher diploma programmes (Year 1 entry): Non-JUPAS (i.e. direct)

- Provide the true copies and copies of the required documents to the University (only applicable to those with conditional offers); and
- Settle the tuition fees of the first term in full.
Email notification will be sent to confirm that you have completed the registration procedures. Please note you will be deemed to be declining the offer if you do not complete all required steps before the specific deadline.
If you are given a conditional offer, you should provide the true copies of the required documents in person before the specific deadline stipulated in the conditional offer letter. If you cannot come in person, you may authorize a representative to submit the required documents on your behalf. Please send us an email in advance if you are going to authorize someone. Mailing of true copies is not recommended, and the University will not bear any responsibility for document loss during the mailing process.
Scholarship
The University offers admission scholarships of HK$40,000 (full-time degree programmes) and HK$30,000 (full-time sub-degree programmes) to outstanding new students without requiring them to apply. Successful students may be awarded again in subsequent years of study, subject to outstanding performance. Notifications will be made prior to the deadline for settling the balance of tuition payment in July, or issued together with the admission offer.

However, you may consider taking the elective course “Practical Cantonese in Daily Life”, which is optional and outside the programme requirements (this course cannot count towards graduation requirements), to help you learn Cantonese and equip you with communication competence for studying and living in Hong Kong. Student Visa
Under the Immigration Ordinance, unless a person has the right of abode or right to land in the HKSAR, he / she requires a valid visa / entry permit issued by the Immigration Department (IMMD) to study in Hong Kong.
Unless you are a holder of one of the following documents issued by the IMMD of the HKSAR, you will be required to apply for a student visa / entry permit to study in Hong Kong:
- Visa / Entry permit under the Immigration Arrangements for Non-local Graduates;
- Dependant visa / entry permit (for students who were 18 years old or above when issued with such visa / entry permit by the Director of IMMD).
